OvmfPkg: Disable PcdFirstTimeWakeUpAPsBySipi 

Disable PcdFirstTimeWakeUpAPsBySipi for IntelTdx, Microvm, and Xen to
preserve the original execution of INIT-SIPI-SIPI.
