EmbeddedPkg/FdtPlatformDxe: Changed the driver from DXE to UEFI driver

Browse Source 
The driver does not really require to be a DXE driver.
By moving it as a UEFI driver it also implies it is dispatcged after
the DXE drivers at boot time.
