EdkCompatibilityPkg IA32 EfiBind.h: Do not include stdint.h

Merge from MdePkg/Include/Ia32/ProcessorBind.h.  Do not include
stdint.h.  Instead define the basic types ourselves.

This fixes a build issue with GCC on X64 Linux.
