MdeModulePkg: Add SmmIpmiLibSmmIpmiProtocol Library Instance.

Browse Source 
Add SmmIpmiLibSmmIpmiProtocol Library Instance based on
Ipmi smm protocol in SMM mode.

In V5, change for code style.
