ArmPlatformPkg: Remove orphaned Juno Makefile 

The Juno .dsc and .fdf files were recently deleted (currently held
in OpenPlatformPkg), but a spurious Makefile for building using it
was left in place. Drop the Makefile to complete the cleanup.
