MdePkg BaseSynchronizationLib: Convert Ia32/InterlockedCompareExchange32.asm to NASM

The BaseTools/Scripts/ConvertMasmToNasm.py script was used to convert
Ia32/InterlockedCompareExchange32.asm to Ia32/InterlockedCompareExchange32.nasm
