MdeModulePkg UsbBotPei: Remove redundant functions

The functions that are never called have been removed.
They are PeiUsbSetConfiguration,PeiUsbSetDeviceAddress,
IsPortConnect,IsPortConnectChange,IsPortLowSpeedDeviceAttached
and PeiUsbGetDescriptor.
