MdeModulePkg: Fix UEFI runtime driver loading after EndOfDxe

Browse Source 
Memory Attributes Table needs to be updated to contain executable
permissions for UEFI runtime drivers loaded after EndOfDxe.
Fixes a regression introduced by bb248a9.
