MdePkg/UefiSpec.h: Change comments of EFI_RESET_SYSTEM

Refer to Uefi spec 2.8, the ResetData is valid while ResetStatus
is EFI_SUCCESS regardless of the ResetType is EfiResetPlatformSpecific
or not.
