MdeModulePkg: Update print error level for RuntimeDriver alignment check
In DxeCore, use warning message for Runtime driver that doesn't satisfy section alignment requirement. This check is required when PropertiesTable is installed. So, add error message if PropertiesTable can't be installed successfully.
