BaseTools: Enable MAX_CONCURRENT_THREAD_NUMBER = 0 feature

when set 'MAX_CONCURRENT_THREAD_NUMBER=0',  will auto-detect number of
processor threads as MAX_CONCURRENT_THREAD_NUMBER.
