IntelFrameworkPkg/FrameworkUefiLib: introduce EfiOpenFileByDevicePath()

Copy the EfiOpenFileByDevicePath() implementation from the previous
(MdePkg/UefiLib) patch to FrameworkUefiLib.

(Note that the FrameworkUefiLib instance too will be updated for
<https://bugzilla.tianocore.org/show_bug.cgi?id=1074>.)
