ArmPkg/ArmScmiDxe: Rename PERFORMANCE_PROTOCOL_VERSION 

Rename PERFORMANCE_PROTOCOL_VERSION to reflect the different
versions of the protocol. The macro is neither used in edk2 nor
in edk2-platforms.
