SourceLevelDebugPkg PeCoffExtraActionLibDebug: Convert Ia32/IntHandler.asm

The BaseTools/Scripts/ConvertMasmToNasm.py script was used to convert
Ia32/IntHandler.asm to Ia32/IntHandler.nasm.
