ArmPkg: Retire ArmSmcPsciResetSystemLib
This library is no longer used, and has been superseded by ArmPsciResetSystemLib based on ArmMonitorLib. So delete it. Signed-off-by: Ard Biesheuvel <ardb@kernel.org>
