OvmfPkg: remove gEfiVgaMiniPortProtocolGuid

At this point, gEfiVgaMiniPortProtocolGuid is unused; remove it.

This shrinks the list of resources scheduled for removal to:

- GUIDs (protocols or otherwise):
  - gEfiLegacyBiosGuid
  - gEfiLegacyBiosProtocolGuid

- headers:
  - FrameworkDxe.h
  - Guid/LegacyBios.h
  - Protocol/LegacyBios.h

- PCDs:
  - PcdBiosVideoCheckVbeEnable
  - PcdBiosVideoCheckVgaEnable
  - PcdBiosVideoSetTextVgaModeEnable
