ArmPkg: Move TimerDxe and ArmArchTimerLib to new ArmGenericTimerCounterLib
Move TimerDxe and ArmArchTimerLib to ArmGenericTimerCounterLib, and update all platforms to select the physical counter instance they have been using implicitly all along.
