CryptoPkg/CryptoPkg.ci.yaml: Add configuration for Ecc check

Add configuration ExceptionList and IgnoreFiles for package config
files. So users can rely on this to ignore some Ecc issues.
Besides, add submodule path in IgnoreFiles section.
