MdePkg/include: Add DMAR SATC Table Definition
SoC Integrated Address Translation Cache (SATC) reporting structure is one of the Remapping Structure, which is imported since Intel(R) Virtualization Technology for Directed I/O (VT-D) Architecture Specification v3.2.
