CryptoPkg/TlsLib: use binary search in the TlsGetCipherMapping() function

Improve the performance of the TlsGetCipherMapping() function by adopting
the binary search from DhcpFindOptionFormat()
[MdeModulePkg/Universal/Network/Dhcp4Dxe/Dhcp4Option.c].
