Add EmuVariableFvbRuntimeDxe driver.
This driver implements a firmware volume block protocol instance which is stored in system memory. The MdeModulePkg/Universal/Variable/RuntimeDxe and MdeModulePkg/Universal/FaultTolerantWriteDxe drivers make use of this FVB instance to provide variable services.
