ArmVirtPkg: Move two PCD variables into OvmfPkg

Move the PcdTerminalTypeGuidBuffer and PcdUninstallMemAttrProtocol into
OvmfPkg so other ARCH can easily use it.

Build-tested only (with "ArmVirtQemu.dsc and OvmfPkgX64.dsc").
