MdeModulePkg: Make sure ResetSystemRuntimeDxe uses ResetSystemLibNull

Browse Source 
Because the DxeResetSystemLib calls gRT->ResetSystem(), make sure
the gRT->ResetSystem() implementation doesn't call into
DxeResetSystemLib to avoid chicken-egg issue.
