EmulatorPkg/EmulatorPkg.dsc: Change PCDs type about status code

Since the type of PcdStatusCodeUseSerial and PcdStatusCodeUseMemory
in MdeModulePkg.dec are changed, so change them from
PcdsFeatureFlag to PcdsFixedAtBuild in dsc file.
