SecurityPkg/Tcg2PhysicalPresenceLib: Fix incorrect TCG VER comparision

Tcg2PhysicalPresenceLibConstructor set the module variable
mIsTcg2PPVerLowerThan_1_3 with incorrect TCG version comparision.
