SecurityPkg Variable: Update code in ProcessVariable () to

Browse Source 
check IsDeleteAuthVariable () first and then check
UserPhysicalPresent () to avoid the case below.

PcdSetXX (a DynamicHii PCD) -> gRT->SetVariable ()
-> UserPhysicalPresent () -> PcdGetXX ()
