	OvmfPkg/EnrollDefaultKeys: describe functions with leading comment blocks
The GetExact(), GetSettings(), PrintSettings(), and ShellAppMain() functions lack leading comment blocks. Supply those. While at it, make sure that every such comment block is preceded by two blank lines.
