UefiCpuPkg/CpuS3DataDxe: Consume the existing PcdCpuS3DataAddress
If PCD PcdCpuS3DataAddress is set before, CpuS3DataDxe should get RegisterTable and PreSmmRegisterTable from existing PCD pointed buffer and needn't to allocate new buffer for RegisterTable and PreSmmRegisterTable.
