BaseTools: Change CLANG8ELF to CLANGDWARF
CLANGDWARF is more proper because it's similar to CLANGPDB that generates PE images but with DWARF debug symbols. This toolchain is needed for creating ELF format universal payload that follows https://universalpayload.github.io/documentation/.
