SecurityPkg/Tcg2Dxe: Change comments of ShutdownTpmOnReset

Refer to Uefi spec 2.8, the ResetData is valid while ResetStatus
is EFI_SUCCESS regardless of the ResetType is EfiResetPlatformSpecific
or not.
