MdeModulePkg: Add MemoryAttributesTable generation.

Add MemoryAttributesTable generation in DxeCore.
We leverage the information collected by original
PropertiesTable, and publish runtime code/data to
another standalone table. So that this is a
compatible solution to report more PE Code/Data
information.
