UefiCpuPkg: Move ProgramVirtualWireMode() to MpInitLib

In PEI phase, BSP did not program vitural wired mode while APs did.

Move program virtual wired mode from CpuDxe to MpInitLib, thus it could benefit
on both CpuDxe and CpuMpPei.
