UefiCpuPkg/Test: Add unit tests for MP service PPI and Protocol
The code changes add unit tests based on current UnitTestFramework. EdkiiPeiMpServices2PpiPeiUnitTest PEI module is used to test EdkiiPeiMpServices2Ppi and EfiMpServiceProtocolDxeUnitTest DXE driver is used to test EfiMpServiceProtocol.
