MdePkg: Add new enum EfiPlatformConfigurationActionUnsupportedGuid
Add new enum EfiPlatformConfigurationActionUnsupportedGuid to EFI_PLATFORM_CONFIGURATION_ACTION to be used by Response() when Query() returns a unsupported ParameterTypeGuid.
