UefiCpuPkg:Add RegisterExceptionHandler in PeiCpuExceptionHandlerLib

Browse Source 
The PEI instance of the CpuExceptionHandlerLib didn't implement the
RegisterCpuInterruptHandler() API. This patch adds the missing API.
