MdeModulePkg NvmExpressDxe: Fix 'Event' won't be signaled for Admin cmds

This commit fixes the issue that the caller event passed to
EFI_NVM_EXPRESS_PASS_THRU_PROTOCOL.PassThru() will not be signaled for
NVME Admin commands.
