ArmPlatformPkg,ArmVirtPkg: delete redundant PL031 functions

Remove the functions now provided by TimeBaseLib from
PL031RealTimeClockLib. Add TimeBaseLib resolution to ArmVirtPkg
in same commit to prevent breakage.
