IntelFrameworkModulePkg/DxeCapsuleLib: Add ProcessCapsules().

Add NULL ProcessCapsules() interface for DxeCapsuleLib.
IntelFrameworkModulePkg is under maintenance phase.
We stop adding new feature there.
Just add NULL function to make it pass build.
