MdePkg-BaseLib: Fix PathCleanUpDirectories() issue with "\\..\\.." 

Replace multiple, consecutive "\" characters prior to other processing
involving "\" characters.  This fixes an issue where "\\..\\..",
"//..//..", and similar input paths are not cleaned properly.
