UefiCpuPkg:Set PcdCpuFeaturesInitOnS3Resume to TRUE 

Set PcdCpuFeaturesInitOnS3Resume to TRUE. So that
CpuFeaturesPei PEIM will initialize the CPU registers
and perform CPU features initialization.
