MdePkg BaseMemoryLibMmx: Convert Ia32/SetMem16.asm to NASM

The BaseTools/Scripts/ConvertMasmToNasm.py script was used to convert
Ia32/SetMem16.asm to Ia32/SetMem16.nasm
