MdeModulePkg/DriverSample: Skip the character "&" before "OFFSET=" 

When comparing the L"OFFSET=" with the ConfigResp string to find
all the "OFFSET=" in ConfigResp, should skip the character "&"
before "OFFSET=" in ConfigResp string.
