MdeModulePkg/NvmExpressHci.c: Change comments

Refer to Uefi spec 2.8, the ResetData is valid while ResetStatus
is EFI_SUCCESS regardless of the ResetType is EfiResetPlatformSpecific
or not. So change the comments of NvmeShutdownAllControllers.
