MdeModulePkg/NonDiscoverablePciDeviceDxe: add missing validation

UEFI SCT crashed and failed in NonDiscoverablePciDeviceDxe becase
required checks were not performed. Perform parameters validation in
NonDiscoverablePciDeviceDxe.
