HII Library Class interface refine.

The "HiiLib" prefix for all HII Library API function names changed to "Hii".

Remove: 
  HiiLibPreparePackageList(), replaced by HiiAddPackages()
  HiiLibNewString(), replaced by HiiSetString()
  HiiLibGetStringFromHandle(), replaced by HiiGetString()
  HiiLibGetStringFromToken(), replaced by HiiGetPackageString()
  HiiLibExtractGuidFromHiiHandle()
  HiiLibDevicePathToHiiHandle()
  HiiLibGetSupportedSecondaryLanguages()
  HiiLibGetSupportedLanguageNumber()
  HiiLibExportPackageLists()
  HiiLibListPackageLists()
