UefiCpuPkg BaseUefiCpuLib: Convert X64/InitializeFpu.asm to NASM

The BaseTools/Scripts/ConvertMasmToNasm.py script was used to convert
X64/InitializeFpu.asm to X64/InitializeFpu.nasm.
And, manually add .rdata section.
