Nt32Pkg/PlatformBootManagerLib: Signal the End of DXE Event 

From PI spec vol2:
Prior to invoking any UEFI drivers, applications, or connecting consoles,
the platform should signal the event EFI_END_OF_DXE_EVENT_GUID
