OvmfPkg: remove gEfiLegacy8259ProtocolGuid

At this point, gEfiLegacy8259ProtocolGuid is unused; remove it.

This shrinks the list of resources scheduled for removal to:

- PCDs:
  - Pcd8259LegacyModeEdgeLevel
  - Pcd8259LegacyModeMask
