MdePkg/DebugAgent: Support IA32 processors without MSR_IA32_APIC_BASE_ADDRESS
Avoid use of Local APIC Base Address MSR (MSR_IA32_APIC_BASE_ADDRESS) if there is only 1 CPU present.
