MdeModulePkg-UsbBusDxe: Add work around for slower USB hubs/devices 

Increase the value of USB_GENERAL_DEVICE_REQUEST_TIMEOUT from
50 milliseconds to 100 milliseconds.  This provides a work around
for slower USB hubs and devices.
